Manipur MLA Leishiyo Keishing Criticizes Contractors Over Delayed and Substandard Projects in Kamjong

Overview
Phungyar MLA Leishiyo Keishing has expressed strong dissatisfaction with delays and poor construction quality of several development projects in Kamjong district, Manipur. During a surprise inspection on April 11, 2025, accompanied by local leaders, he reviewed projects like the Sadbhavana Mandap, Ava Market Complex, Kamjong District Hospital, and a new Nursing College. Despite large investments and nearly five years since initiation, the projects remain incomplete and show signs of substandard workmanship.
Key Findings
1. Sadbhavana Mandap and Ava Market Complex
Initiated in 2021, both projects remain unfinished. The Ava Market Complex (Ema Market) is still half-built, despite prior commitments for swift completion by the then Chief Minister.
2. Kamjong District Hospital
The hospital lacks basic medical facilities, hampering patient care. MLA Keishing interacted with patients and provided monetary assistance to those in need.
3. Nursing College Construction
Even after a year since the foundation stone was laid, little progress has been made on the project.
4. 50-Bedded Hospital Construction
Keishing identified substandard construction materials. A wall collapsed when he lightly pressed it with his foot. A mason admitted he had warned about material quality but was told to proceed by the contractor.
Community Response and Broader Context
Village authorities and residents voiced frustration over persistent delays and quality issues. In response, 25 villages have decided to reject contractors bidding below sanctioned costs for the NH-102A road project to ensure better standards.
Additionally, 82% of National Highways in Manipur are managed by NHIDCL, with 26 out of 33 projects delayed. Notably, the Imphal to Jiribam NH-37 section has only achieved 41% progress, delaying it by more than a year.
MLA's Stance
MLA Keishing has issued a stern warning to contractors, threatening legal action if there is no immediate improvement. He stressed that Kamjong residents will no longer tolerate negligence or misuse of public funds.
