Haryana Scrutinizes 6.84 Lakh Families for Misuse of BPL and AAY Benefits

1

Overview

The Haryana government has identified approximately 6.84 lakh families suspected of providing false income information to access benefits under the Below Poverty Line (BPL) and Antyodaya Anna Yojana (AAY) schemes. These discrepancies were uncovered through an analysis of the Parivar Pehchan Patra (PPP) database, revealing inconsistencies between declared incomes and actual financial statuses.

Key Findings

Scale of Discrepancy

Out of around 52 lakh families registered under BPL and AAY in Haryana, about 13% are under scrutiny for potential misrepresentation of income.

Common Irregularities

Investigations have highlighted two primary methods of fraud:

  • Underreporting of income to fall below the ₹1.80 lakh annual threshold.
  • Artificial division of families to create separate units eligible for benefits.

Government Action

Immediate Measures

In a recent crackdown, 1,609 families were removed from the BPL list within a month. Districts like Sonipat, Kurukshetra, and Hisar reported the highest numbers of removals.

Ultimatum Issued

The government has set a deadline of April 20 for families to voluntarily correct their income details in the PPP database. Failure to comply may result in legal action under the Bharatiya Nyaya Sanhita (BNS), which includes provisions for up to two years of imprisonment.

Broader Context

Haryana has implemented various welfare schemes targeting low-income families, such as:

  • Har Ghar Har Grihni Yojana – offers subsidized LPG cylinders
  • Haryana Antyodaya Parivar Parivahan Yojana (HAPPY) – provides free bus travel up to 1,000 km annually

Ensuring the integrity of beneficiary data is crucial to the effective delivery of these programs.
